XRP price traded near $1.32 on Tuesday, October 20, as a closely watched measure of large-holder withdrawals from Binance fell to approximately $49.7 million, while the XRP Ledger approached a separate network upgrade expected on Friday, October 23.
XRP was quoted at $1.3190 as of 19:25 UTC, recovering from earlier trading near $1.30. The cryptocurrency had traded around $1.30 at midday, with CoinGecko showing a market capitalization of approximately $82 billion at that point. Later pricing placed its market value closer to $83 billion.
The two developments offer different signals. The exchange data suggests quieter activity among large holders, while the upcoming fixCleanup3_4_0 amendment concerns technical corrections to the XRP Ledger. Neither establishes an immediate direction for XRP’s market price.
Why Have XRP Whale Outflows From Binance Fallen 98.6%?
Crypto analyst Darkfost reported on October 20 that the 90-day moving average of dollar-denominated XRP whale outflows from Binance had declined to approximately $49.7 million.
The same indicator reached roughly $3.5 billion in February 2025, making the latest reading about 98.6% lower than that peak.
Darkfost described the figure as its lowest level in five years, with comparable readings last observed around October 2021.
The measurement has important limitations. It covers whale-sized withdrawals from Binance rather than all cryptocurrency exchanges, and it represents a rolling 90-day average rather than the value of transfers made on October 20 alone.
Because the figures are expressed in dollars, XRP’s falling price also influences the comparison. The decline cannot be interpreted as a 98.6% reduction in the number of tokens withdrawn.
Large exchange withdrawals are sometimes associated with accumulation when investors move tokens into private custody. However, transfers can also reflect custody changes, internal wallet movements and other operational activity.
Fewer withdrawals therefore do not necessarily indicate that whales are selling more XRP. Equally, they do not confirm that large investors are preparing to buy.
Darkfost suggested that major holders could be waiting for more attractive prices before increasing their exposure. That remains the analyst’s interpretation rather than evidence of a coordinated shift in investor positioning.
Will the XRP Ledger’s fixCleanup3_4_0 Amendment Activate on October 23?
The XRP Ledger’s fixCleanup3_4_0 amendment remains on track for possible activation on Friday, October 23, provided validator support stays above the network’s required threshold.
The amendment reached its required majority on October 9 at approximately 09:34 UTC, starting a two-week approval period.
A monitored validator roll call at 19:18 UTC on October 20 showed 29 of 35 trusted validators supporting the amendment. That satisfies the requirement for more than 80% approval, although it leaves no additional votes to spare on that particular trusted validator list.
Other explorers have displayed different totals because their trusted validator lists and observation times can differ. The relevant indicator is whether the ledger maintains the amendment’s majority status throughout the required period.
If support holds continuously, the two-week window expires around 09:34 UTC on October 23. Actual activation would occur through the subsequent eligible flag-ledger process, not necessarily at that precise minute.
If the majority is lost before activation, the countdown can reset. The October 23 date is therefore an expectation, not a guaranteed deployment time.
FinanceFeeds previously documented how an XRP Ledger Batch upgrade lost its validator majority, forcing its activation timetable to move from September 29 to October 9 at the earliest.
What Does fixCleanup3_4_0 Actually Change?
The amendment was introduced with XRP Ledger server software version 3.4.0 in September. It bundles technical fixes covering transaction processing, token permissions, automated market makers, escrow operations and functionality associated with proposed lending infrastructure.
Among the changes are corrections to token clawback operations within automated market makers, more precise accounting for vault deposits and withdrawals, and stronger enforcement of transaction authorization rules.
Other fixes address escrow reserve handling and signing mechanisms intended to prevent signatures authorized for one purpose from being reused for another.
These are infrastructure and reliability changes rather than a new cryptocurrency product or direct alteration to XRP’s supply.
Importantly, the amendment does not itself activate the proposed XRP Ledger lending protocol. LendingProtocol and related proposals remain subject to separate validator approval processes.
The distinction matters for investors because the presence of lending-related corrections within a software release should not be confused with the launch of functioning on-chain lending markets.
FinanceFeeds previously explained the XRP Ledger’s amendment voting mechanism and why completing a voting period does not automatically mean a proposed feature is active.
What Could Move XRP Price Before November 1?
Despite the latest whale-flow reading, XRP remains under pressure following its recent weekly decline. Earlier October 20 market data placed its seven-day trading range between approximately $1.26 and $1.38.
The immediate technical question is whether XRP can sustain a recovery through the $1.33-$1.38 region after recently trading near the lower end of that range.
Friday’s expected amendment activation provides a verifiable network milestone, but there is no established causal connection between the software update and an increase in XRP demand.
Another scheduled event is Ripple’s November 1 escrow release, when up to 1 billion XRP becomes eligible for unlocking.
As FinanceFeeds reported on October 18, the gross unlock does not represent an equivalent quantity of XRP immediately entering exchanges. Ripple has historically returned substantial portions of its monthly releases to new escrow contracts.
In October, 700 million of the 1 billion XRP released was subsequently placed back into escrow, leaving a net reduction of 300 million XRP. November’s actual amount will depend on the transactions that follow the scheduled release.
Investors therefore have three measurable developments to monitor: whether Binance whale withdrawals begin rising again, whether fixCleanup3_4_0 activates after its validator approval window, and how much XRP Ripple ultimately re-locks following November’s release.
For now, the $49.7 million Binance reading establishes a substantial decline in large-holder withdrawal activity, while October 23 offers a potential network upgrade milestone. Neither alone demonstrates that XRP’s recent price weakness has ended.
